Why these PDF tools run in your browser
Your file never gets uploaded
Every tool on this page opens a PDF the way an image viewer opens a photo: the file is read straight from your disk into the browser tab, edited there, and written back out as a download. No copy is sent anywhere. You can check that yourself — open your browser's network panel, merge two documents, and you will see no request carrying your file. The same holds offline: once a tool page has loaded, it keeps working with the network switched off.
What that changes in practice
Upload-based tools ask you to trust a retention policy — a promise that a server you cannot inspect will delete your document in an hour or two. For a holiday photo that is fine. For a contract, a payslip, a passport scan or a medical letter, it is a decision you are making on someone else's behalf. Processing locally removes the question instead of answering it: there is no server-side copy to retain or leak, and no queue, no account and no daily limit, because nothing on our side is doing the work.
Where the trade-offs are
Local processing is not free of cost, and it is worth knowing where the edges are. A very large PDF is bounded by your own device's memory rather than a server's. Converting out of PDF rebuilds your content rather than photographing it — text, heading levels and table columns survive, the original page design does not. A scanned page has no text layer to read at all. Each tool's own page says which of these apply to it, rather than leaving you to find out halfway through.
