Why do I keep ending up with WEBP files?

Because most of the web now serves them. WEBP compresses noticeably better than JPEG at the same visual quality, so sites adopted it, and saving an image from a page gives you whatever the site served. The trouble starts outside the browser, where support is still patchy — which is what makes converting worthwhile.

Does converting lose quality?

No. The image is decoded and stored losslessly as PNG inside the PDF, so nothing is degraded by this step. If the original was lossy WEBP, that compression already happened when the file was made; converting does not compound it.

Why is the PDF bigger than my WEBP file?

Because WEBP's small size comes from lossy compression, and the PDF stores the decoded pixels losslessly. PDF has no native understanding of WEBP — the format is far newer — so the picture has to be stored in something PDF knows, and the lossless choice preserves quality at the cost of size. A 200 KB image commonly becomes a PDF of around a megabyte.

What happens to transparency?

It is flattened onto white during decoding. WEBP supports an alpha channel, but compositing it over white here means the result looks the same in every viewer rather than picking up whatever colour a given reader paints behind the page.

Can I convert an animated WEBP?

The first frame is used. WEBP can carry animation much as GIF does, and a PDF page is static, so taking the opening frame is the sensible reading of the request.

Should I convert to PDF or to JPG?

It depends what you need. A PDF is right if the destination is a document to attach, print or sign. If you want a picture that other software will open and edit, use the WEBP to JPG or WEBP to PNG pages instead — JPG for photographs, PNG for anything with text or transparency.

WEBP is Google's 2010 image format, derived from the intra-frame coding of the VP8 video codec, and it does genuinely compress better than what came before — roughly a quarter to a third smaller than JPEG at comparable quality, with lossless and transparency modes JPEG never had. That is why it is now most of the web: save an image from almost any site and a .webp is what lands in your downloads folder.

And then it is awkward. Browsers all display WEBP; a great deal of software outside the browser still does not, or does so unevenly. Attach one to an email and there is a decent chance the recipient cannot open it. That gap between "universal on the web" and "universal" is what this conversion closes.

Unlike JPEG and PNG, WEBP has no native representation inside a PDF — the format has no idea what VP8 is. So the image has to be decoded and stored in a form PDF understands, and this converter does that losslessly, decoding through your browser's own WEBP decoder and embedding the result as PNG.

How to convert WEBP to PDF

Why a re-encode is unavoidable, and why it costs nothing

PDF can hold JPEG data directly, because JPEG predates PDF and was designed into it. It has no such provision for WEBP, so the picture cannot simply be dropped in — it has to be decoded to pixels and stored in a form a PDF reader can render.

The question that raises is whether anything is lost, and the answer here is no. Those pixels are stored as PNG, which is lossless: whatever the decoder produced is exactly what goes into the document. If your WEBP was lossy, the loss already happened when it was created — that is what lossy means — and this step adds nothing further. If it was lossless, it stays lossless.

The one real consequence is size. A lossy WEBP is small precisely because it is lossy, and storing its decoded pixels losslessly discards that advantage. A 200 KB photograph can become a PDF of a megabyte or more. That is the price of a format PDF actually understands, and it is why the PDF is bigger than the file you started with.

Transparency and animation

Only the first frame is used. WEBP can hold an animation the way GIF does, and a PDF page cannot, so what you get is the opening frame rather than an error.
Colour
Decoded as the browser decodes it for display. Colour profile handling follows the browser's own behaviour rather than being separately managed.

Page sizing

The page is sized to the image, at 96 pixels per inch — so a 1600×900 image gives a 1200×675-point page, filled edge to edge with nothing cropped and no margins added.

Images of different dimensions give pages of different sizes, which is only a consideration when printing. "Fit to page" in the print dialog handles it.

When to convert to PDF and when to convert to an image

If the destination is a document — something to attach, sign, file or print — a PDF is right, and this is the page for it.

If what you actually want is a picture that other software will open, converting WEBP to JPG or to PNG is more useful than wrapping it in a PDF: those pages produce an image file you can edit, insert into a document, or upload somewhere that rejects WEBP. Choose JPG for photographs and PNG for screenshots, diagrams and anything with text.
