Why this site exists
Nearly every free PDF tool on the web works the same way: you hand your document to a server, it does the work, and it promises to delete the file afterwards. That promise is usually kept. It is also unverifiable, and it is being made about documents that are often the most sensitive things people own — tax returns, medical letters, signed contracts, passport scans, payslips.
PDF Goat 24 was built to remove the question rather than answer it. The browser you are reading this in is already a capable document engine: it can parse a PDF, render its pages, re-encode its images and write a new file, all without asking a server for anything. Once that is true, uploading is not a technical requirement — it is just how these sites were built.
So every tool here reads your file directly from your disk into the tab, does the work there, and hands the result back as a download. There is no server-side copy to retain, leak or subpoena, because no copy is ever made. You can verify this yourself in about thirty seconds: open your browser's network panel, merge two documents, and watch for a request carrying your file. There isn't one.
What we are honest about
One tool does use a server
Webpage to PDF is the single exception, and it is one of necessity rather than convenience. Rendering someone else's web page means fetching and running it in a real browser, which a tab is not permitted to do for third-party sites. That tool sends the URL you type to a server running headless Chrome. It receives the URL and your page settings — never a file — and its own page says so plainly.
Converting out of PDF rebuilds your content
A PDF stores glyphs at coordinates, not paragraphs, so turning one into a Word document means inferring the structure rather than reading it. Text, headings, paragraphs, lists and table columns survive. The original page design does not. We describe this as content-faithful rather than pixel-faithful because that is what it is, and a tool that implied otherwise would waste your time.
Scanned documents have no text in them
A scan is a photograph of a page. Converting one to Word or text correctly produces an empty document, because there was never any text to extract. We would rather tell you that up front than return something that looks like a failure.
Local processing has real limits
Your device's memory is the ceiling, not our server capacity. A very large document may work on a laptop and fail on a phone. Each tool's page says where its own edges are instead of leaving you to discover them halfway through a job.
What we deliberately don't offer
Several conversions that competitors list are missing here on purpose, because they cannot be done client-side to a standard worth shipping. The legacy binary Office formats (.doc, .xls, .ppt) need a full office suite to read correctly. TIFF has no browser decoder. PDF/A conformance requires embedded fonts, an ICC output intent and metadata we cannot supply or verify — and a file that claims PDF/A without meeting it is worse than no file at all. Adding a tile that quietly produced a bad result would make the site look more capable and make it less useful.
How the site is paid for
PDF Goat 24 is free, has no accounts and no subscriptions, and is funded by advertising. Because your documents are never uploaded, they play no part in that: there is nothing about your files to analyse, sell or target against, and there could not be, since we never receive them. Ads are served on the basis of the page you are on, not the document you happen to be working with. Our Privacy Policy sets out exactly what is and isn't collected.
Who runs this
PDF Goat 24 is an independently built and independently run project, not a product of a larger company. Every tool is written and maintained by the same small team, which is why the site has opinions about what belongs on it. If something is broken, wrong, or missing, the contact page reaches a person who can actually change it — and reports of tools misbehaving on particular files are genuinely the most useful thing we receive.
